New Church Property Update

For those of us who call 4Cs our home, we have watched as the last few years have brought exciting changes and growth. Experiencing such times can bring fulfillment and challenges, and also a few questions along the way. This section of our website is devoted to bringing you up to date on the latest information regarding 4C's property development and relocation.

Where we have been. . .

  • After 11 years at our current location, in May 2002, we sold our property and buildings to North Jefferson County (Jeffco) Parks and Recreation.
  • A Building Committee was formed and was charged with planning and implementing the move to new ministry facilities. Major recommendations were presented to the Church Council, and at special Congregational business meetings of 4Cs for approval. A Space Design Team was also formed to work with the contractor and architect to design a facility that would best accommodate our growing ministries.
  • During the special congregational meetings, approval was given by 94% of members voting for the purchase of a 13.1 acre site on the northwest corner of 100th and Wadsworth in Westminster.
  • Master Site Plan design sessions were held involving the architectural and construction firms as well as the Space Design and Building Committees. Exciting progress was made during these two days. Building shapes and designation of areas for each ministry were conceptually fit into the building footprint.
  • A major, three year fund-raising campaign began in early 2005 to prepare for the final design and construction of a new ministry facility.
  • Site improvements to the 100th and Wadsworth land, which include a street, landscaping and lighting, were completed in mid-2005.
  • In the summer of 2006, we applied for a loan to begin construction and were turned down by National Covenant Properties (NCP), the financial arm of the Covenant denomination.
  • In September 2006, the 4Cs Council, after dozens of hours of special meetings and extensive all church prayer, concluded that the construction project as originally designed (13.1 acres, two construction phases to culminate in a 58,000 sq. ft. building) was essentially dead. It was communicated to the congregation that we were moving forward on a new plan for a church on 100th and Wadsworth.

New Plan. . .

  • With congregational approval, the Council has developed a new plan to sell up to six acres of our 13.1 acres to help fund the building program.

Next Steps. . .

  • The Council has developed a set of gates through which we must pass to move forward with the building:
    1. Secure a firm rental agreement with Jefferson County for extending our lease for our current facility at 82nd and Simms.
      • Accomplished ; we have secured a two year lease through March 2009 freezing the rent at its current rate; the lease provides an option for a third year.
    2. Obtain conceptual approval of the plan with the City of Westminster.
      • Accomplished ; the new plan has been approved in concept and we are moving forward to meet City obligations to the revised site plan. They have said that the concept should not impact the currently approved plan.
    3. Present the new plan to our NCP loan officer to get feedback on its viability for future funding.
      • Accomplished ; we met with NCP in December 2006. They were encouraging after reviewing the new plan.
    4. Select a commercial land realtor and place the six acres on the market.
      • Accomplished ; Fuller Realty was selected in March 2007 and is actively marketing the land.
    5. Successfully develop and sell the land to buyers who will fit with 4Cs' family atmosphere, with shared parking agreements with the buyers.
      • In Progress ; a sales agreement has been signed with a retirement community developer. The developer was awarded their water tap by the City of Westminster in March, 2008.
    6. Submit new development plan for our building to the City of Westminster.
      • In Progress ; we are working with the architect to determine the final building configuration.
    7. Apply to lender for and receive from lender a construction loan.
      • In Progress ; our building financial team is currently in talks with several lenders.
    8. Obtain final Congregational approval.
    9. Break ground, and complete.

Ongoing Tasks. . .

  • Continuing to seek God's direction for 4Cs.
  • Holding God's vision before the Congregation.
  • Continuing to build measurable forward momentum in attendance, giving, and reaching the goals of our Strategic Plan.
